I agree with this but my experience is that people rarely update their Cisco router with current firmware unless there is a problem. The majority of Cisco routers in service are running older IOS code. It is also unfortunate, but the more current IOS code from Cisco often requires additional Flash and RAM added to the router, so many sites will probably deliberately choose not to update their devices.
