Would those that have a first edition be able to receive the second edition at a reduced cost?

In short, no. These sorts of technical books are very rarely discounted. While there have been some marketing promotions in the past that are tied to book sales (like sending in coupons from the back of the book), the general consensus is that they are mostly worthless at driving sales of new books. I've never heard of doing them on a technical book, in any case.

However, there are some "back doors" for getting cheap books. For starters, many times bookstores will sell their "evaluation copies." For example, the bookstore in my home town, Powell's, which started selling the book on January 18, 2001 obviously had a promo copy listed on their Web site. They listed ONE copy at a steeply discounted rate; the rest of their copies were the normal retail cost. Obviously you have to be right on top of a new book sales to catch one of these. Another avenue is buying the book used--Powell's and amazon.com also sell used books, as do a number of other booksellers. eBay and Half.com are also full of used books. Of course all these alternatives are unguaranteed and spotty.
