I just installed a Windows 2003 server and I cannot connect to it from my FreeBSD system using the smbclient program.

You must be running Samba version 2. In Windows Server 2003, Microsoft changed the networking defaults so that in addition to encryption, SMB signing is required. SMB signing has been a part of the Windows Networking standard prior to the release of Server 2003.

Samba version 2 does not support SMB signing; this support was added into Samba version 3. Other operating systems that don't support SMB signing are Windows for Workgroups, Windows 95, Windows 98 first edition, and the Microsoft networking DOS client.

Windows 95 systems can load the Directory Services client update to get SMB signing. Windows 98 systems can enable it with a registry change documented here:

Alternatively, Encryption and SMB signing can be turned off on the 2003 server. Turning off SMB signing is documented here:

Turning off encryption is done in the same Default Domain Controllers Policy in the OU where the domain controllers are as was done in the above URL, then opening Computer Configuration\Windows Settings\Security Settings\Local Policies\Security Options and under the group policy look for an object titled 'Digitally encrypt or sign secure channel data' and remove that requirement as well.
